The Evaluate and Improve Infrastructure domain reminds us that efforts to introduce or change innovations require active and sustained support. Agency leaders, managers and staff share accountability for performance and must have capacity and support to use improvement methods. This domain encompasses intentional, sustained efforts to collect and use data to understand and improve performance, encompassing implementation, program and, over time, population level outcomes.
Continuous learning and improvement are central to successfully implementing innovations and are grounded on the data driven decision-making required in the Block Grant. The evaluate and improve performance domain encompasses evaluation of capacity (e.g., capacity to identify and engage community partners to improve developmental screening); process (e.g., screening data integration, management and use to guide action planning) and population level impact (e.g., rates of developmental screening). It is important that Title V professionals define the data they need to understand performance; identify data sources (new and existing); improve data collection methods; and, most importantly, use data to inform decision making and advance health equity goals. Furthermore, evaluation data can be used to enhance innovation fit, reach, quality, and impact.
