The Assess and Set Goals domain encompasses the careful and thoughtful collection and analysis of maternal and child health data. It includes data driven decision making through the development of population level goals that inform subsequent efforts.

The Evidence-Based Decision Making (EBDM) Core of the National MCH Workforce Development Center supports MCH professionals and partners to collect and use data to assess and set goals such as identifying priorities for action. EBDM builds on the foundation of the Title V block grant needs assessment to support continuous and targeted data collection to guide decision making. Focal points include disaggregating and analyzing data to identify differences within populations and over time, defining disparities and inequities in access and outcomes, and developing relevant and feasible, yet ambitious, goals.
