The Appraise and Select Innovations domain involves the intentional and thoughtful exploration of potential innovations and their sub-components to address identified needs and goals. It integrates a thorough specification of potential solutions with a data driven analysis of the fit and feasibility, ultimately driving innovation selection decisions.

With data-driven, clear goals established, the EBDM Core support for MCH professionals shifts to finding and choosing relevant innovations (programs, policies, services, etc.) to advance these goals. Identifying and using evidence to inform decision making remains a Title V priority. MCH programs exist in complex environments with multiple levels and diverse stakeholders. Title V leaders must prioritize population health approaches. Unfortunately, the strength, breadth, and depth of the evidence for population health strategies varies considerably. Title V professionals must carefully appraise and select contextually relevant MCH innovations, with an understanding of the limitations of the evidence base.
